Titular cyborg from Robocop|the franchise of the same name. Played by actor Peter Weller. Robocop is police officer Alex Murphy, who was killed in the line of duty but prompted revived as a cyborg.

The design of the character was actually inspired by Judge Dredd, the comic "ROM":en.wikipedia.org/wiki/Rom_(comics)_ and several Japanese tokusatsu series from the early 80s like uchuu_keiji_gavan|Space Sheriff Gavan and the Metal Hero series.
